.001 is one thousanth of a second, or one milli second.
.000001 is one millionth of a second, or one micro second.

It's all relative of course as far as any kind of possible application, Ie how do you fix it so that you are only under the influence for that brief period of time?

Perhaps if the idea of the periodic gravity effects of other universes black or white holes winking in and out of our universe can possibly be put to some practical application some day.
