I'm nowhere close to the contracting end of this outfit, so I don't really have any good answers. But while I know that paperwork is always a difficulty--it was a major issue with the Shuttle payload for Gravity Probe B that I worked on--I've never seen anyone give up on a contract because of it, and I don't think that's a real issue in this case either.
