Just for fun, I went to Transparency International's site, and pulled up the annual reports for 2002, 2001, and 2000. If my Acrobat search function works, the word "Iraq" does not appear at all in any of them. By this I suppose we may conclude that until Americans started working there, and Iraqis voted in their own government, that no corruption was occurring in Iraq.
