I haven't read the whole thing by any means, and just put it out there for everyone to look at. Still, I can predict the recommended solution:

Give a chosen elite absolute power over the economies, industries, and behavior of everyone in the world. Dressed up in nice internationalist language, of course. I have never seen any other solution from an environmentalist.

The idea is for someone in Brussels to be able to tell someone in Texas how much mileage their car has to get.

The scientists and bureaucrats who write these things have wet dreams about sitting behind a big desk (rainforest safe, of course) and stamping papers telling Exxon where they can drill for oil, distributing wealth from the West to chosen places in the Third World, forcing McDonalds to sell tofu, and generally having a grand old time.

If someone with more time and energy than I have has already read the whole thing, and I'm dead wrong, feel free to point it out.
