To be accurate about the terror level, you have to combine the attacks on both U.S. and Iraqi forces, as well as both casualties. If there are no U.S. deaths in a given month, but hundreds of Iraqi soldiers die, you can't very well say the war is "winding down." I don't have these numbers, but they wouldn't be hard to find.

There are good signs, including feelers from former supporters of the insurgency to come in out of the cold.

It would be accurate to say the terrorists have lost the "hearts and minds" war. Few in Iraq have any illusions about them being "freedom fighters" any more.
