just because he always uses it doesn't mean it's never inappropriate. Add his terrorists as freedom fighters rhetoric, his antibush policy stance, and it's a pretty easy assumption to make that he enjoys US setbacks. I could be wrong, but he never does anything to dispell these types of interpretations IMO. He occasionally grunts responses that take offense at them, but never actually withdraws or elaborates on offensive comments to explain why that is not actually how he feels.
