Hi et

As Pearson and others have shown a large enough counterweight will balance a lunar SE just nicely. In the future I can see Anchor Stations at L1 and L2, operating as shipyards for interplanetary cruisers - kind of like Heinlein's Spaceport without the need for Lunar lander shuttles.

For now Pearson's tethered Halo satellites will do.
