There's one school of thought that this was deliberate on somebody's part. Also, as yet, I don't see anything in the blockouts that strikes me as a major intelligence slip.
It's not like this is the first time such documents have been issued.
Most other documents I've seen of this kind in PDF have been "image" files, where the page is actually a bitmap of the page. Not searchable, unless I run it through my OCR function, and the blackouts are just blanks, then.
