The Air Force (ours, not the Russians) tested the ASSET lifting body reentry vehicle several times in the mid 1960s. They also did 3 test flights of the PRIME lifting body reentry vehicle in the 1966-67 timeframe. Both vehicles were suborbital, but then their mission was to test the reentry characteristics of lifting bodies.
