To my way of thinking, the best way to spur the Iraqi Government
to get its act together is to begin withdrawing USA forces right now. Currently, they know that they can stall, bicker, politic, and delay taking over their own defense without serious consequences. Start pulling out and they will get the message: Get busy or get killed.
