Non-Guantanamo Bay secret detainees
The International Committee of the Red Cross (ICRC) and the Joint Task Force Guantanamo (JTF-GTMO) have been facilitating mail between the non-secret Guantanamo Bay detainees and their families.
The ICRC has appealed to the United States to be granted access to detainees held incommunicado at undisclosed locations.
