10 Watts cannot cut through bulk metal like that... The greatest threat is that it could be used as a blinding weapon... 10 watts at 1064 nm is a severe eye hazard, and invisible...

I am willing to bet that the price of these things will be VERY high- not something the average criminal can get easily
