The immediate development costs of the new systems are so high that aside from initial capability studies most of the rest of the preliminary manned Mars research is being moved down the road.
The choosing of a 100 ton heavy definitely makes manned Mars easier. CAPS could be done with either mediums or heavies.
Nothing that will be promoted by SFF in Las Vegas at the end of this month will mean much of anything.
