...some of the most effective folks are those who have the resources at their disposal to immediately react with cash.
For example, the SDA (Special Directorate Activities) branch of the Central Intelligence Agency have suitcases full of cash on hand to provide US/Euro cash to bribe and influence folks. They also bring expensive devices not easily obtained in a region. (i.e. cell phones, laptops, Rolexes, Mercedes Gelandewagens, etcetera)
Special forces have no such option and are limited and trained in military operations and reactions to any situation. That really limits them. Always the bad cop and never the good cop.
The "beat the cr-p outta folks" technique to get your information is never as reliable as someone who wants to come back to you to get more and better things - a technique lovingly nicknamed the "Green Chip Stamp Method".
Remember the ol' green & blue chip stamp catalogs? You would buy gas and get some stamps for every dollar spent? Well, informants who provide accurate intelligence get credit in much the same manner. They are rewarded with larger and better devices and cash. They are motivated to keep providing (and obtaining) accurate intelligence. An informant can earn up from a 20 dollar bill to a Gelandewagen.
Any thriving mercenary/bounty hunter who wants to succeed in a a closed off society needs to employ similar techniques.
50k isn't a whole he-- of a lot of purchasing power, 200k-300k would be more likely to bring about results, but he may get lucky.
