Bush is right in the grove on this issue.
Meanwhile many of the problems in Africa are a result of local cultural defects. Rampant promiscuity with unprotected sex, a repeated penchant for socalist farming and other destructive solutions, an ongoing plague of dictatorial leaders, the cultural history of tribal warfare now evolved into genocide, no high cultural value on education, and political persecution of white minorities. Zimbabwe most recently comes to mind. There are reasons for these cultural problems, some rooted in the vestiges of colonialism but throwing money has not and will not solve Africa's problems. That is not to say that money is not needed; it just cannot effectively provide the needed subsistence base to the people given the poisioned political climate ignored by socialist sympathizing Europe and the American elite. The money goes to grow the African multi-millionaire class.
