Unfortunately, that is so but do not make the "post hoc ergo propter hoc fallacy". I've been to black run countries in the Carribbean that are safer outside alone at night than in the US. Watch "Guns Derms & Steel" on PBS to find out how lucky western Euros have been, not to say that they did not capatalize on their good geographical fortune. Blacks of extraordinary ability have shown their merit in the US and elsewhere, e.g. Condi Rice, future NFL Commisioner.
