In North Korea, I think Kim is playing a game of brinksmanship. He believes that if he becomes a nuclear power soon enough, he'll be able to extort enough money to continue his military buildup and feed his people. However, if his ploy doesn't work, he may find that he's leader of an empty nation of people whose desire to fight is as strong as the Soviet Army of 1990.
With many of the African leaders, it seems that their plan is to exploit the natural resources, enjoy the income, and to hell with the people. I wonder where they learned that?
