Call me a skeptic,
but I will believe that we are making REAL progress against Al Qaeda in Iraq when the level of terrorist attacks begins and continues a steady decline into insignificance. The proof of a strategy is its effectiveness. That does not mean that we are not hurting them, but we are not yet hurting them enough to reduce the frequency and severity of their attacks.
