An Ultimatum from a group that claimed it did things, which it didn't. So, they are liars and theyby meet one of requirement for terrorists. If they can prove they take a lot drugs, they will fulfill another characteristic.
Or if the profess their love of goats and living in mud huts, they might sound more convincing.
