I don't recall ever seeing anybody on Trek with missing limbs. They've portrayed advanced prostheses, and implied that Federation medicine probably can regenerate limbs, so I'm guessing that for Scotty to be missing a finger would be too incongrous even for Star Trek writers (and we know how rigorously they strive for consistency!)
