Synergy:
a) Make sure no states have any sort of voter ID.
b) Make eleven million illegal immigrants legal residents.
I had a conversation here a while back pointing out that the legal voter kept from voting personally at the polls by lack of a photo ID card, and somehow at the same time completely unable to vote by mail or provisional ballot, was largely mythological. Certainly you don't need a picture ID to register.
