Uzbekistan: bad news, or good news?

The rule way too often during the Cold War was, "He may be a thug, but he's OUR thug." If this is a sign that we no longer want to operate that way, even in the face of lost military advantage, I'd call that a good thing.
Not to get too starry-eyed, though. I doubt we would blow Pakistan off this way.
