Initially between 500-1000 people are sent to Mars to form the colony. That number is set by the biological limitations of in-breeding. A population doubling every 20 years could exceed the carrying capacity of Mars in two to three centuries. That limitation is not an issue because the long term vision is to create habitats in hollowed out asteroids and small moons. However it is necessary to colonize Mars first before that next step becomes practical.
