re: Kolmogorov Complexity, String Information, Panspermia and the Fermi Paradox

The author is saying that bit strings (admitedly free of redundancies and bio-noise DNA) enable a very efficient way of signalling bio genomes across this and other galaxies in a self-describing decode function.

So, IF there are other tech civs they could receive and decode the strings and have the recipe for Earth life and vice versa. Like Hoyle's "A for Andromeda". The IF part is the biggie.
