The guy is on the radio giving his speculation and perspective. Is he right or wrong on this topic? Who knows... the fact that it is believable speaks volumns.
I wouldn't be suprised if there was a grain of truth here. If there's not, well then at least someone wasn't afraid to ask the question: Are we so ham-strung be EPA regulations that we can't even push the bounds of our technological existance? If so, then that is bad because the technology gains might be worth much more than any realistic estimate of what will be lost.
