Cause and effect
Arabs are not stupid people. However the Iraqi people were under the Ba'ath Party's boot for almost 40 years. The experience has rendered the whole culture disfunctional (they could never have thrown off the Ba'ath Party on their own). The situation is made even more complicated with the Iranian mullahs manipulating the Shiite population (tolerating that IS just plain stupid).
There are honest people in Iraq and they are stepping forward. We'll simply have to be patient and do this one baby step at a time.
