T-bird has it
I just paged through the current available "extensions" (add-on functions) for Mozilla Thunderbird, and found one that does what you're looking for, Tom.
FYI, T-bird will copy Outlook's Contacts during install, cleanly and without fuss. When I switched over, I had one address book with 2100+ entries (for the lit mag). The format's different (different field names and so forth), but as far as I can tell, nothing's lost in translation.
[Sorry, Steve -- I can't find one that does "CC w/o attachments", but if you dropped a note to that particular gang of geeks, I'll bet they invent one!]
