Way too late
The deadline set by the Bush Administration can slip a little bit, but I don't see it slipping enough to allow for something as radical as dismissing the government (by who? Us? At gunpoint?) and starting over. Bush has a lot at stake here, and the collapse of the effort to form a new government would be a political disaster for him.
