Although I would disagree about your claim of no "partisan politics."
The litmus test for partisanism in this case is a simple one. I look at a commentary, here or elsewhere, and see if the person complaining about the response completely bypasses individuals, or city, county, and state disaster organizations, and goes straight for the throat of George W. Bush.
In case anyone has forgotten, Federal troops are NOT supposed to be the first instant line of defense for a city after a natural disaster.
