Military craft did not have authorization, German official says.

Meanwhile: WASHINGTON, DC, "United States (UPI) -- U.S. President Bush said Vice President Dick Cheney is going to areas affected by Hurricane Katrina to ensure bureaucracy is not slowing recovery efforts."
