BS Blame For The NO Poor
I lived near the cost for years. Even with an above average income we always dreaded the decision whether or not to evacuate. You rack up expenses fast staying out of town. To expect poor people to spend substantial portions of their income to evacuate is assinine especially when many of them don't own a car.
