Did a little Google search and it looks like these are what they call "safety" bullets? They're used in areas like inside an apartment building because they don't travel through walls very well. And as you noted, it's also been recommend for Air marshals.

About 10 years ago, the "Black Talon" round was all the rage. Frangible in a sense I guess. They were taken off the market and the understanding was- because they were too lethal. The reality is, it was a marketing decision due to the public notoriety gained by it's use in a few "mass" shootings.

I don't even like to think about shooting someone. In my opinion if someone feels the need for a firearm in their home, they should get one. But learn how to use and care for it, then find a place in the home where it's inaccessible to children and others. Put it in that place and forget about it. Hopefully the only time you'll see it is on a nice sunny day when you feel like doing some target shooting.
