Sum total of US and Soviet arsenals at their peak was a several tens of thousands of megatons. Even today, the combined total of world arsenals is probably close to 10,000 Mt.
So, if you were to take the entire world's arsenal and detonate all those warheads in the central area of a hurricane, you would deliver it's entire daily energy budget in a few seconds. I bet the hurricane *would* notice that.
However, I think it would "notice it" in the sense of being fed with a truly colossal injection of superheated steam, with a pre-fab wind field established to suck in new air to replace that huge rush towards the stratosphere. In short, you might just turn it into The Storm That Ate Texas.

- Detonating a H-Bomb in a HURRICANE would have the same effect as peeing on it -- NONE!
