re: Rosetta and the Sun

"At the end of the reporting period (DOY 259) Rosetta was at 188.9 million km from the Earth (1.23 AU; one-way signal travel time was 8 min 07 sec)."

My rough calc:
188.9 x 10^6 / 3 x 10^5 = 630secs

= 10 min 30 secs

How do they make it 8 min 07 sec????
