The foam problems is solvable and re-return to flight should happen in May or June 2006.
The USA is locked into doing this and the STS can be made to finish the job.
Still some have argued we should build the CEV and the cargo carrier and have them up and running in 5 years or less. This would cost more money, but it could complete the missions to the ISS as part of the shake down and get us back to the Moon sooner.
