One of the most serious problems that is going to have to be dealt with in the future in Iraq, aside from general corruption, is going to be terrorist and other "ringers" who sign up for the police or military and then use the position to carry out what they're doing, or militias taking control of local police departments.
In this area of Iraq, co-option of police by the Sadr militia is a real problem.
