I know if you hold the shift key down it will ask you if you want to us "Filter Keys". If you click "ok", it will switch them on. There's also something call Sticky Keys. I've never used either but to see if they've been turned on:

Control Panel> Accesibility Opitions> Keyboard tab.
See if the boxes are checked and uncheck them if they are.
