Any source of material, released into a variable wind regime will produce a downstream fan like this.
In the picture you show, the source of the dark streak is re-entrants in the crater rim and it is likely that fine dark dust is being blown out of the crater and spread in a fan (or conversely that channeled high-velocity winds coming out of those scallops in the crater wall are removing pale dust).
I'd be far more interested in this sort of pattern downwind of a constructional feature like a small cone - THAT would be exciting...
