I never thought I'd see the words "safety" and "nuclear weapons stockpile" used in the same sentence. Kind of like seeing "wellness" next to "bubonic plague."

So we're going to develop "new nuclear weapons to eliminate...arsenals of chemical and biological weapons (CBW) possessed by states or terrorists," huh?

Ummm...are we going to insist on better intel before we start making giant radioactive craters in other people's backyards? And are we going to know that intel when/if we see it?

OTOH, if you're the Bush admin, nuking suspected WMD sites must seem like the perfect solution. Any evidence that you may have been wrong would be pretty effectively vaporized.
