While you can point at the moon and say, "That's were we been...", the ISS is the only place you can point at regularly and say, "That's where we are...".
Try getting people interested in going outside to look at the moon landing sights. Then try to get those same people to view an ISS pass.
It's not about the science: it's about what people are willing to pay for.
Almost two completely different things...
