For those of you familiar with personnel law, its called retaliation and people have won millions in damages claims from retaliation lawsuits. The evidence here is pretty persuasive that administration officials deliberately disclosed her identity as retaliation for Wilson's report. And, unlike a criminal case which requires evidence beyond a reasonable doubt, the standard for a civil matter is based upon a preponderance of the evidence. And even if one can't prove the disclosure was deliberate, an inadvertant mistake of this type still carries substantial liability.
