AFAIK...
The "tyres" are actually solid rubber and those holes give them some flexibility. Here is a photo I took on my visit there in March 2001. This was in the good ol' days before 9/11 when the LPSC was held on-base at JSC and all you needed to do was print a vehicle permit off the internet and drive in!
