Only if it is done WRONG.
If grain itself is fermented, then it is wasted. If the entire plant EXCEPT the grain is fermented, then it becomes practical. In addition to crop wastes, forestry wastes, brush, etc, can all be fermented into alcohol or converted by thermochemical processes into synthetic crude oil.
