Chang E 1 or Chang E 2?

While the Russian Space Agency is seeking money for the development of Soyuz 3, Angara, and Klipr, it appears that China wants either

1) new sensors for their lunar orbiter
or
2) the autonomous robotic vision system for their lunar robot

IN any case, I doubt if CZ5 will be ready in the short term - I think China will hold CZ5 development until 2007- the key Chinese goals will be lowest launch costs and world class comsats.

I think that neither Russia nor Griffin (at least with his current plan) has the money for manned Moon flight before 2020.

we'll see...
