Yes and No: A Kansas Analysis

Your history is right -- the 1999 Board got ousted, and Kansas hasn't ceased being a Republican state. Nor will it cease being "red" in 2006 or 2008.

That being said, there is some spillover effect from the religious conservatives that is starting to hurt the GOP here. That's basically how Kansas of all places has ended up with a Democratic governor. Her Republican opponent was seen (correctly) as being focussed almost exclusively on social issues and lacking strong qualifications.

The GOP DA of state's most affluent county (suburban KC) has announced that he is going to switch parties and run for state AG as a Democrat. He's hardly a liberal, very much a "tough on crime" type. So why run as a Dem? Because the current AG isn't saying anything about the state's meth labs or urban shootings, he's spending all his time trying to force doctors to hand over their patients' medical records so he can determine if any late term abortions were performed when not medically necessary. That and cracking down on gay sex. The religous right so dominates the state GOP organiation, however, that the Johnson Co. DA decided he had no chance of winning a primary fight, and so is giving up on the Republicans and switching parties.

Kansas is going to elect Republicans to Congress and the White House for a long time to come. But for state offices, you are seeing a growing willingness to vote for pro-business Democrats, because of a growing perception that the state GOP is more interested in things like abortion and creationism than economic development, law enforcement, and efficient administration. The latest ID debacle will be a small but measurable advance of that trend.
