Found an open-literature document I can direct you to, which explains that White Phosphorous munitions were used against ground targets in Fallujah, with the intent of being lethal and not only for illumination.
The source is the ARmy's "Field Artillery Magazine": (see p 26, lower left)

Please note that:
1. WP is still not, and never has been, a chemical weapon under international law
2. Nothing about the use of WP violated other treaties, our ROE, etc
3. Nothing in this story nor any other stories I know of suggests WP was used indiscriminately against civilian targets (we don't fire _anything_ indiscriminately against civilian targets). It certainly doesn't "confirm" that Italian video.
Whether WP was, in context, the wisest choice of munition for an urban environment like that is an issue on which officers who were there have divergent opinions. Whether it was legal is clearly a "yes".
However, the claim that WP was used against targets, for intended lethal effect, is considerably more than "crap".
Army source: WP was used against targets
