At the very least...
The U.N. could grow a large enough pair for some kind of sanctions. They haven't done squat.
There is a school of foreign policy that says you can talk a problem away, or pretend like you're doing something useful until the problem hopefully goes away. The U.N. believes this. Too damn many people in the U.S. believe this too, and some of them live in our State Department.
