Hi JEKing
The Moon as a He3 source is pretty limited, but not bad if you're already there and have a use for all the other solar wind volatiles you'd extract. Much better is extracting the gas from Uranus (x5 Saturn's Helium content) via automated ramscoop nuclear thermal rockets or balloons...
Mining Uranus via aerostat
...Uranus, Saturn and Neptune have the advantage of being accessible via nuclear ramjets using solid core reactors. Only gas-core driven nukes can climb out of Jupiter's gravity well, but Uranus needs just 12.3 km/s and is easily achieved by a nuke ramjet tanking up in the atmosphere.
Personally I think the "He3 mine on the Moon" is a side benefit of an advanced Moon base not a justification for it.
