I don't know what the details are on the Russian proposal. Not sure delivering fissionables in a red ribbon makes that much difference unless the Russians are going to make damn sure it ends up in reactors.
However, I'm sure the stern warnings and severe shaking of fingers have the Iranian leadership cowering.
