Not a publishable paper
Sorry LJK but that's not a credible, peer-reviewed paper and should not be given much weight or credit. Mr. James has been trying to get his paper published for years. His explanation for his inability to get it published is to invoke conspiracies within the planetary sciences community. I am certain he is a nice enough gentleman, but there is no reason to take his "paper" seriously.
